Charles Quarles
President

With over two decades of hands-on, executive experience in the real estate development industry, Charles Quarles has established a reputation for his rock-solid business acumen as well as his comprehensive expertise in developing successful urban infill communities.

Prior to establishing The Bedford Group, Mr. Quarles held accounting and management positions with several financial and construction firms. In addition, during the 1970’s he also acted as President of his father’s construction firm, EAC Construction.

Mr. Quarles received his Bachelor of Science in Business Administration from California State University, Los Angeles before earning a Master of Business Administration degree from Harvard University.

Sharon Sumpter
Executive Vice President

With over 15 years of planning and development experience, Sharon Sumpter is responsible for guiding The Bedford Group through a wide range of the company's business activities. Some of her responsibilities include developing master-planned communities—including several award-winning projects—as well as transportation planning services, and managing The Bedford Group's myriad daily undertakings.

Ms. Sumpter has also had a hand in securing over $200 million in financing thanks in part to her command of municipal revenue bonds, tax credits, conventional and other multi-tiered financing structures. Furthermore, her knowledge of the government planning processes and laws, zoning, land division and environmental review are essential to The Bedford Group's continued success.

Ms. Sumpter received both her undergraduate and graduate degrees from the University of Wisconsin at Madison, and was named "Developer of the Year" in 1995 by Women on Target.

David Lich
Chief Financial Officer

Overseeing the daily affairs of The Bedford Group's financial operations while also keeping an eye on the company's long-term goals are just two of David Lich's many duties. Mr. Lich applies over 20 years experience in real estate finance, accounting, and law to administering The Bedford Group's finance and accounting departments. He is also responsible for coordinating the company's human resources and information technology functions.

Mr. Lich obtained his undergraduate degree in business administration from San Diego State University and his law degree from Loyola Law School in Los Angeles.

Barry Richlin
Controller

Mr. Richlin has over 36 years of experience in accounting, including more than 16 years as the owner of his own CPA practice.

Mr. Richlin has been associated with The Bedford Group since its incorporation in 1980. His responsibilities include establishing, implementing, and maintaining accounting policies and controls, evaluating proposed projects for feasibility, evaluation and control of existing projects, cash management, financial analysis, and federal and state tax reportings.

Mr. Richlin has a Bachelor of Science in Business, with majors in Accounting and Data Processing.

Darius McGee
Director of Construction

Darius McGee has over 25 years of experience in the construction industry. As Director of Construction for The Bedford Group, he is responsible for overseeing all of the firm's construction projects, including managing Bedford's pre-construction and construction staff of project managers, estimators, engineers and superintendents. In addition, he is responsible for the financial performance and on-time completion of all projects.

Mr. McGee received both his Bachelor of Science in Civil Engineering/Construction, and his Master of Science in Real Estate Development from the University of Southern California.

Jane Klein
Vice President, Director Risk Management

Ms. Klein oversees risk management and insurance for a $200 million portfolio of property in all phases of development, construction, management, and ownership. She also manages corporate, legal and title records for Bedford and its subsidiaries and is responsible for the governing documents on common interest developments, DRE processing, and subdivision public reports.

Ms. Klein has over 20 years experience in various capacities within the real estate development industry. Prior to joining Bedford, she was a vice president in the real estate finance division of Imperial Bank (now Comerica) in charge of construction loan participations and division quarterly loan portfolio reporting. Earlier, she held executive positions with several real estate development firms in asset management, contract administration, project management and budgeting.

Ms. Klein attended North Carolina State University and Hunter College in New York City. She continues her executive education at University of California at Los Angeles, IRMI (International Risk Management Institute), and other professionally-relevant venues.

John Brown
Associate

Mr. Brown has over 35 years of professional experience in real estate, finance and accounting. As an Associate, he negotiates acquisitions and arranges joint ventures with landowners and developers in need of additional capacity.

Mr. Brown also actively seeks relationships with financial resources, provides advice and counsel to senior management, and assists in the training and development of Bedford’s junior level staff.
